it's easy to play with luxemburg, you just have to increase the growth of the population, and reduce the cost of the army conquer some islands, and attack Belgium when you're ready :b

After attacking Belgium, you attack the Netherlands and prepare well and declare war on France. Conquering ONLY a little of their provinces and preparing well for the next war

Of course all this if Germany does not declare war on France in the Modern World or World War II 😛
