Higher population growth than 100% ???

Probably by modding some files, but you can change the terrain to plains in the editor and build level 5 farms on that province

There are a few ways to increase population growth/growth rate in vanilla: terrain bonuses, farms (not available in deserts) and development increases. Newly colonized provinces also have a massive temporary growth rate bonus. I believe the maximum permanent growth rate possible in vanilla is 127% (100% base growth rate + 25% from level 5 farm + 2% bonus from plains). Terrain can easily be changed without the need for code changes, while increasing base growth rate and farm power require code changes.

War of the Eight Continents currently has a max growth rate of 237% (200% base growth rate + 25% from level 5 farm + 12% bonus from cities), with a planned increase to 277% (200% base + 65% from automated farms + 12% from cities), Age of Elder Scrols has a theoretical maximum of 376% (300% base + 70% from plantations + 6% from cities), and a practical maximum of 166% (90% base + 70% from plantations + 6% from cities), and Bloody Europe II has a theoretical maximum of 360% (300% base + 50% from level 5 farm + 10% from "Крупный город") and a practical maximum of 110% (50% base + 50% from level 5 farm + 10% from "Крупный город"). I'll update with more maximum growth rates later.

Yes you can! You can buy increasing growth rate, or editing terrain types and increase population growth on a certain one. By doing this, you can improve it up to 95%. You can also make growth rates faster via editing Ages.JSON in age of civilizations game folder.

editing in folder doesnt work

@S.F.R.YUGOSLAVIAYou need to open Ages.JSON. You can find it in the game's files under game folder. You can open it using notepad or any other text editor program. When you go into Ages.JSON, you will find the following codes on every age category.
            POPULATION_GROWTH:
            ECONOMY_GROWTH:
            DEVELOPMENT_LEVEL_INCREASE:

In the first age of the game  ( AgeofCivilizations ),  the codes as i mentioned will have these values: 
            POPULATION_GROWTH: 0.03875,
            ECONOMY_GROWTH: 0.00685,
            DEVELOPMENT_LEVEL_INCREASE: 0.01125,

Modify these values as you would like, but be careful not to change the values too dramatically high as the game will be crazy lol. You will need to edit the values on every age category on the file, and Remember to save the file!
