Help ( Province Instability )

Hi there i tried to fix my province instability but its still growing even after i assimilate them, Is there anyway to turn this feature off? 

 

Also another thing that is anoying me is that is there a way to recruit unis from a captured province at all or do i have to do the peace talks?

You need to do peace talks to recruit troops and province instability is easy to real with it if you Invest in the economy which i dont think you know how
